Police Staffing: Resource Allocation, Deployment, and Scheduling

The Police Staffing course provides law enforcement administrators with the knowledge and tools needed to optimize patrol staffing and scheduling decisions. This intensive five-day course covers workload analysis, performance-based staffing models, shift relief factors, and scheduling strategies using Microsoft Excel. Participants will engage in hands-on exercises to develop data-driven staffing plans tailored to their agencies’ needs.

Instructor
Timothy J. Freesmeyer
has over 30 years of experience teaching Resource Allocation and Deployment to law enforcement managers nationwide. A former officer, detective, and supervisor, he transitioned to education, serving as an instructor teaching workshops for the IACP. As the founder of Etico Solutions, Inc., he has conducted over 55 police staffing studies and continues to provide consulting and training in law enforcement operations.

  • Conducting workload studies using internal and external data
  • Calculating minimum and performance-based staffing needs
  • Developing shift relief factors and determining total required staffing levels
  • Allocating patrol officers by day, time, and geographic area
  • Evaluating various scheduling configurations for efficiency and officer well-being
  • Utilizing Microsoft Excel for staffing studies and schedule optimization

Who Should Attend / Admission Requirements

  • Law enforcement administrators, patrol commanders, and supervisors responsible for staffing decisions, resource allocation, and scheduling
  • Human Resource Personnel and Budget and Finance staff
  • Participants are REQUIRED to bring a laptop computer, preloaded with the current version of Microsoft Excel and an external mouse. A working knowledge of Microsoft Excel is strongly recommended.

Course Hours

Participants receive 35 hours of TCOLE (5103) credit.

Course Cost / Fee Policy

Police Staffing: Resource Allocation, Deployment, and Scheduling is $550 per person.

Cancellation / No-Show Policy

If the participant has already paid, he/she will be refunded half the cost of the registration fee if written notice of cancellation is received by the Program Coordinator no later than seven (7) business days prior to the program. No refunds are available after this date, but substitutions of attendees are permitted.

If no written cancellation is received and the participant does not attend the program, the participant or their agency will be required to pay 100% of the registration fee if the registration fee was not previously paid.
